EVA testifies on electric power markets and prices, utility fuel procurement practices, system dispatch, off-system sales, employing public and proprietary data and models at the NERC subregion level, using public or proprietary price curves, and providing assessment of regulatory impacts on fossil fuel markets, emission allowance prices, utility rates and practices, transportation rates and technology control markets.
Fuel contract dispute work may include arbitration and litigation proceedings regarding prevailing market prices, industry practice in the use of contract terms and conditions, market conditions surrounding the initial contracts, or damages resulting from contract breach. For rate cases, EVA provides audit and testimony for all three sides of the regulatory triangle, i.e., public utility commissions, rate case intervenors, and utility management.
